A strong CV by any conventional measure. He applied to nine roles at large Saudi companies over two months and received zero responses &#8212; not even automated rejections for most of them.</p><p>He assumed his experience wasn&#8217;t relevant. It was. What wasn&#8217;t relevant was the file format he&#8217;d been submitting in &#8212; a heavily designed PDF built in a graphic design tool, with his work history laid out in a two-column format that looked sharp to the human eye and completely unreadable to the system standing between him and any human eye at all.</p><p>Nobody rejected Yousef. A machine simply never understood what he&#8217;d sent it.</p><h4>THE PROBLEM</h4><p>Most professionals assume the biggest obstacle in a Saudi job search is convincing a person to hire them. For a huge share of applications, the real first obstacle is convincing a piece of software to pass them along in the first place.</p><p>Applicant Tracking Systems &#8212; ATS &#8212; are used by the vast majority of larger Saudi employers, from multinationals to giga-project entities to sizeable local companies. Before any recruiter opens your CV, software has already parsed it, scored it, and often ranked or filtered it against the job description.</p><p>Most candidates have no idea this layer exists, which means they lose the game before it&#8217;s even started &#8212; not because of their experience, but because of formatting decisions that quietly break how the system reads them.</p><h4>THE REALITY</h4><p>Here&#8217;s what&#8217;s actually happening inside that first, invisible filtering stage.</p><p><strong>The system parses your CV into structured fields.</strong><br>Name, contact details, job titles, dates, skills, education &#8212; the ATS attempts to extract each of these into its own data field. Complex layouts, tables, columns, text boxes, and graphic elements frequently break this parsing entirely, meaning your actual content is never correctly read, no matter how strong it is.</p><p><strong>Keyword matching against the job description happens automatically.</strong><br>The system looks for specific terms from the posting &#8212; job titles, tools, certifications, sector language &#8212; and scores or ranks candidates accordingly. A CV that describes your experience in different words than the posting uses, even when the underlying skills match, can score lower simply due to language mismatch.</p><p><strong>Formatting elements that look professional to a human often confuse the parser.</strong><br>Two-column layouts, headers and footers containing key information, icons used instead of text labels, and non-standard fonts are common in visually appealing templates &#8212; and are common causes of parsing failure.</p><p><strong>Some systems auto-reject below a threshold score before any human review happens at all.</strong><br>Depending on the company&#8217;s configuration, CVs that score below a certain match threshold may never appear in a recruiter&#8217;s queue, regardless of the underlying quality of the candidate.</p><h4>THE SHIFT</h4><p>The mental shift here is uncomfortable but important: your CV has two audiences, not one. The first is a piece of software with no judgment, no context, and no ability to interpret intent. The second is a human being. You have to satisfy the first before you ever get a chance with the second &#8212; and optimizing for the first often means simplifying decisions that would otherwise be about design taste.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Submit your CV as a single-column, standard-format document.</strong><br>Avoid tables, text boxes, columns, and graphic templates entirely. A clean, simply formatted Word document or standard PDF parses far more reliably than a designed one.</p><p><strong>2. Mirror the language of the job description, not just the substance.</strong><br>If the posting says &#8220;stakeholder management,&#8221; use that exact phrase somewhere in your CV if it genuinely applies &#8212; don&#8217;t rely on a synonym like &#8220;cross-functional collaboration&#8221; and assume the system will connect the two.</p><p><strong>3. Test your own CV&#8217;s parsing before you submit it anywhere else.</strong><br>Copy and paste the text of your CV into a plain text document. If the result is a scrambled, out-of-order mess, that&#8217;s roughly what an ATS is also seeing &#8212; and it&#8217;s worth restructuring before your next application.</p><h4>CLOSING INSIGHT</h4><p>You are not being rejected by a person who read your career and decided it wasn&#8217;t good enough. In a large share of cases, you are being filtered by a system that never understood what you sent it. Fixing that is not about becoming more impressive. Regional director title. Three multinational logos on the top half of the page. On paper, he was exactly what half the Saudi job postings in his sector were asking for.</p><p>He applied to eleven roles that month. Four auto-rejections within the hour. Five with no response at all. Two interviews that went nowhere.</p><p>He asked me what was wrong with his experience.</p><p>Nothing was wrong with his experience. Something was wrong with how his experience was being read &#8212; or more accurately, how it was not being read at all.</p><p><strong>THE PROBLEM</strong></p><p>Most professionals believe a recruiter opens their CV and reads it the way a hiring manager reads a report &#8212; top to bottom, absorbing each line, weighing the details.</p><p>That is not what happens.</p><p>A Saudi recruiter screening for a mid-to-senior role is often looking at 80 to 200 CVs for a single opening. They are not reading. They are sorting. And sorting happens in seconds, not minutes.</p><p>The question running in their head is not &#8220;is this person good.&#8221; It is &#8220;where does this person go.&#8221; Which folder. Which shortlist. Which pile gets forwarded and which gets closed.</p><p>If your CV does not answer that question in the first six seconds, it does not matter how good your experience actually is. You have already been filed under &#8220;unclear&#8221; &#8212; and unclear does not get a second look.</p><p><strong>THE REALITY</strong></p><p>Recruiters categorize before they evaluate. This is not laziness. It is how anyone processes high volume under time pressure &#8212; the brain reaches for the fastest pattern match available.</p><p>A recruiter&#8217;s internal categories are simple and mostly unspoken: industry, seniority level, function, and whether the person looks like they belong in the Saudi market specifically or somewhere else entirely.</p><p>Fadi&#8217;s CV had all four signals present. But they were buried across three pages, mixed with responsibilities from four different sub-industries, written as duties rather than outcomes, and framed for a global audience rather than a Saudi hiring manager scanning for one thing: can I place this person somewhere in my org chart in under ten seconds.</p><p>He did not have a qualifications problem. He had a categorization problem. The recruiter could not file him quickly, so the recruiter moved on.</p><p><strong>THE SYSTEM &#8212; HOW CATEGORIZATION ACTUALLY WORKS</strong></p><p><strong>1. The six-second scan</strong><br>The eye goes to three places first: current title, most recent company, and the top line of the most recent role. If those three things do not immediately signal &#8220;this person fits category X,&#8221; the recruiter has already started building doubt before reading a single bullet point.</p><p><strong>2. The folder, not the person</strong><br>Recruiters in Saudi companies &#8212; especially at multinationals and PIF-linked entities &#8212; are often screening against a specific mandate from the hiring manager: &#8220;senior, oil and gas, EPC background, Arabic preferred.&#8221; Your CV is not being judged against your full career. It is being judged against that one sentence. If your CV does not visibly map onto that sentence, you are filed as &#8220;does not match,&#8221; even if you would have excelled in the role.</p><p><strong>3. Duties versus outcomes</strong><br>&#8220;Responsible for supply chain operations across the region&#8221; tells a recruiter your job title. It does not tell them your category of value. &#8220;Reduced regional logistics costs by 22% across four markets&#8221; tells them exactly where to place you &#8212; cost optimization, multi-market, senior operator. Outcomes categorize you. Duties describe you.</p><p><strong>4. The narrative gap</strong><br>When a CV shows movement across unrelated industries or functions without a clear throughline, the recruiter has to do work to understand why. Recruiters moving through 150 CVs in an afternoon will not do that work. They will file you under &#8220;unclear career direction&#8221; and move to the next file.</p><p><strong>THE SHIFT</strong></p><p>Stop writing your CV to be understood eventually. Write it to be categorized instantly.</p><p>This means accepting something uncomfortable: the fullest, most accurate version of your career is not what gets you shortlisted. The fastest-to-categorize version does.</p><p>That is not dishonesty. It is translation. You are not hiding your complexity &#8212; you are sequencing it so the first six seconds tell the recruiter exactly which folder you belong in, and the next six minutes (if you earn them) tell the fuller story.</p><p><strong>3 SPECIFIC ACTIONS</strong></p><p><strong>1. Write a one-line positioning statement above your experience.</strong><br>Not a generic summary. A single sentence that states your category directly: &#8220;Senior supply chain director &#8212; oil &amp; gas and industrial sectors &#8212; regional cost and vendor optimization.&#8221; This is the label the recruiter is already trying to assign. Give it to them.</p><p><strong>2. Rewrite your last three roles as outcomes, not duties.</strong><br>For each role, find the number. Cost saved, revenue generated, team size scaled, timeline compressed. If you cannot find a number, find the specific result. &#8220;Duties&#8221; get skimmed. &#8220;Outcomes&#8221; get remembered.</p><p><strong>3. Remove anything that does not support your category.</strong><br>If you are positioning as a senior operations leader, the six-month stint in marketing from 2011 is not proof of range &#8212; to a recruiter scanning fast, it is proof of ambiguity. Cut it, or fold it into one line. Every unrelated detail costs you clarity, and clarity is the only currency that matters in the first six seconds.</p><p><strong>CLOSING INSIGHT</strong></p><p>Your CV has one job before it has any other job: answer the question &#8220;where does this person go&#8221; &#8212; instantly, without effort, without doubt. One was a supply chain director with fifteen years in oil and gas logistics. The other was an HR generalist with a similarly strong background, targeting corporate HR roles at large Saudi companies.</p><p>Six weeks later, the supply chain director had two interviews scheduled. The HR generalist had sent forty applications and heard nothing back.</p><p>Same effort. Same quality of CV. Wildly different outcomes.</p><p>The difference wasn&#8217;t talent, and it wasn&#8217;t luck. It was sector. One of them was targeting a space where Saudization pressure is light and international expertise is still actively sought. The other was targeting one of the most heavily localized professions in the entire Saudi labor market.</p><p>Nobody had told her that before she started applying.</p><h4>THE PROBLEM</h4><p>Most professionals approach the Saudi market as if Saudization is a single, uniform policy &#8212; a general sense that &#8220;the country is prioritizing its own nationals,&#8221; applied evenly across every industry and role.</p><p>It isn&#8217;t uniform. Nitaqat, the Saudization framework, sets specific quotas by sector and, within many sectors, by specific profession. Some sectors face intense localization pressure. Others are explicitly exempted or under-supplied, with active government and private-sector interest in bringing in outside expertise.</p><p>Treating Saudization as one blanket policy means you either avoid the market entirely out of unnecessary fear, or you apply broadly without realizing you&#8217;re spending most of your energy on the most competitive, most localized part of it.</p><h4>THE REALITY</h4><p>Here is a genuinely honest breakdown, sector by sector, based on what we&#8217;re seeing across the Next in Saudi community right now.</p><p><strong>Genuinely open &#8212; strong and active international hiring:</strong></p><p><em>Engineering, particularly EPC, oil and gas, and petrochemicals.</em> Deep technical specialization and project-scale experience remain in short domestic supply, especially for senior and highly specialized roles.</p><p><em>Technology &#8212; AI, cloud infrastructure, cybersecurity, enterprise SaaS.</em> Saudi Arabia&#8217;s tech buildout is moving faster than the domestic talent pipeline can currently fill, particularly at senior and highly specialized technical levels.</p><p><em>Healthcare &#8212; specialized clinical roles, hospital administration at senior levels.</em> Vision 2030&#8217;s healthcare expansion continues to draw internationally trained specialists, particularly in areas with limited domestic training capacity.</p><p><em>Giga-project leadership and specialized delivery roles</em> &#8212; master planning, large-scale construction management, hospitality operations at the senior level.</p><p><strong>Moderately open &#8212; competitive, but real opportunity exists:</strong></p><p><em>Finance &#8212; CFO-level, risk, private wealth, and specialized banking roles.</em> Senior finance remains open, though mid-level and generalist finance roles face growing local competition.</p><p><em>Project management, particularly PMP-certified specialists in giga-project or industrial environments.</em></p><p><strong>Genuinely restricted &#8212; heavy Saudization pressure:</strong></p><p><em>HR generalist and administrative roles.</em> This is one of the most heavily localized professions in the Kingdom. Saudi Arabia has invested significantly in developing domestic HR talent, and Nitaqat quotas here are aggressive.</p><p><em>Customer-facing retail and hospitality roles at entry to mid-level.</em> A large, growing, well-trained Saudi national talent pool exists specifically for these positions.</p><p><em>General administrative, receptionist, and entry-level office roles across almost every sector.</em></p><h4>THE SHIFT</h4><p>The mental shift is simple but consequential: stop asking &#8220;is Saudi Arabia open to expats&#8221; and start asking &#8220;is my specific profession, at my specific seniority level, currently under-supplied or over-supplied domestically.&#8221; That single question redirects an enormous amount of wasted effort.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Identify exactly where your profession and seniority level sit on this spectrum.</strong><br>Be honest about whether you&#8217;re in a genuinely scarce category or a heavily localized one. If it&#8217;s the latter, this doesn&#8217;t mean give up &#8212; it means your positioning needs to work much harder.</p><p><strong>2. If you&#8217;re in a restricted category, narrow toward the specialized edge of your field.</strong><br>A generalist HR professional faces real headwind. An HR professional with deep, specific expertise in compensation and benefits design for giga-project workforces is a different conversation entirely.</p><p><strong>3. If you&#8217;re in an open category, move faster, not slower.</strong><br>Scarce-skill categories still have competition from other qualified internationals. Don&#8217;t sit on an application for two weeks polishing it &#8212; the window in an open category is a window, not a permanent state.</p><h4>CLOSING INSIGHT</h4><p>Saudization was never designed to close the door on expats. It was designed to close it selectively, sector by sector, profession by profession. She was inside a process she couldn&#8217;t see &#8212; one with predictable stages, most of which happen entirely out of view, with no notification sent to the candidate at any point along the way.</p><p>This is the single biggest source of anxiety in the Saudi job search: not the process itself, but the not knowing. Once you can see the shape of what&#8217;s actually happening behind the silence, the waiting stops feeling like rejection and starts feeling like a process with a known rhythm.</p><h4>THE PROBLEM</h4><p>Professionals coming from markets with faster, more communicative hiring processes (much of Europe, North America, and even parts of the wider GCC) expect a response within days. When Saudi Arabia doesn&#8217;t deliver that, the instinct is to assume something went wrong.</p><p>Almost always, nothing went wrong. The process is simply longer, and structured differently, than what most international candidates are used to.</p><h4>THE REALITY</h4><p>Here is what is typically happening, week by week, even when you hear nothing at all.</p><p><strong>Week 1 &#8212; Collection.</strong><br>Your application joins a pool. For roles with real interest, this pool can run into the hundreds. Nobody is reading individual CVs carefully yet &#8212; the system or a coordinator is doing a first structural pass, filtering for basic fit.</p><p><strong>Week 2 &#8212; Shortlisting.</strong><br>An HR coordinator or recruiter narrows the pool to a workable shortlist, often 10&#8211;20 candidates, based on the structural signals covered in CV format and keyword alignment. This is happening without any contact with you.</p><p><strong>Week 3 &#8212; Internal alignment.</strong><br>The shortlist gets shared with the hiring manager. In many Saudi organizations, this step also requires informal sign-off from someone above the hiring manager (a director, sometimes a more senior stakeholder) before interviews are even scheduled. This is the step most candidates never know exists, and it&#8217;s often where the longest delays happen.</p><p><strong>Week 4&#8211;5 &#8212; First-round interviews.</strong><br>Interviews begin, usually spaced out over one to two weeks rather than compressed into a few days, because multiple stakeholders&#8217; calendars need to align &#8212; often across different departments or even different cities.</p><p><strong>Week 6&#8211;7 &#8212; Second round or panel interview.</strong><br>For senior or specialized roles, a second stage follows, sometimes involving more senior leadership or a panel format. This stage frequently includes another informal internal discussion before candidates are told anything.</p><p><strong>Week 8+ &#8212; Approval and offer.</strong><br>Once a preferred candidate is identified, the offer itself often requires budget confirmation, headcount approval, and &#8212; depending on the role and sector &#8212; visa and Saudization quota checks before anything is formally extended.</p><p><strong>Total realistic timeline: 6 to 12 weeks for most mid-to-senior roles.</strong> Faster for urgent hires with fewer approval layers. Slower for senior or newly created positions, where the internal decision-making itself is still being worked out.</p><h4>THE SHIFT</h4><p>The mental shift that matters most here: silence is not a signal. In most Western hiring processes, silence after two weeks strongly suggests rejection. In Saudi Arabia, silence after two weeks is often just week two of a process. The absence of communication reflects the structure of the process, not a verdict on you.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Set your own timeline expectation at 6 to 12 weeks, not 2.</strong><br>Recalibrating this number alone removes most of the unnecessary anxiety and premature follow-up messages that can accidentally read as impatience.</p><p><strong>2. Use weeks 1&#8211;3 productively, not anxiously.</strong><br>While your application is moving through collection and shortlisting, use that time to research the company, identify the likely hiring manager, and build your outreach &#8212; rather than refreshing your inbox.</p><p><strong>3. Follow up once, around the three-week mark &#8212; not five times in five days.</strong><br>A single, professional follow-up after roughly three weeks is appropriately timed against this real internal process. Anything sooner risks landing before any human has actually reached your application.</p><h4>CLOSING INSIGHT</h4><p>The Saudi hiring process isn&#8217;t slow because it&#8217;s broken. The posting had a company name, a job description, and an &#8220;Apply Now&#8221; button. No recruiter name. No email. No LinkedIn tag.</p><p>He clicked apply, and then he waited.</p><p>By the following Tuesday, he&#8217;d convinced himself the application had disappeared into a system nobody was actually checking. He almost applied again, thinking maybe the first one hadn&#8217;t gone through.</p><p>What he didn&#8217;t do &#8212; because he didn&#8217;t know it was possible &#8212; was find and contact an actual human being at that company. Three weeks later, still no response, he gave up on the role entirely.</p><p>Here&#8217;s what he didn&#8217;t know: the absence of a recruiter&#8217;s name on a job posting is not the absence of a way to reach one. It&#8217;s simply the most common gap in the entire Saudi hiring process &#8212; and one of the easiest to close, if you know exactly where to look.</p><h4>THE PROBLEM</h4><p>Most professionals treat an anonymous job posting as a dead end. No name, no contact &#8212; nothing to do but click apply and wait.</p><p>This passivity feels like the safe, professional choice. In reality, it hands over all control of your application&#8217;s fate to a system you cannot see and a process you cannot influence.</p><p>Saudi hiring &#8212; more than most markets &#8212; rewards visibility and initiative. An application sitting in an ATS queue with hundreds of others has almost no way to distinguish itself. A specific, well-timed, professional message to an actual person at the company does.</p><h4>THE REALITY</h4><p>Almost every company that posts a job without a named recruiter still has real people behind that posting &#8212; a talent acquisition specialist, an HR coordinator, sometimes the hiring manager themselves. They are simply not listed publicly, usually because the company handles high application volume through a generic inbox or portal.</p><p>Finding them is a research task, not a guessing game. Here is exactly how:</p><p><strong>Search LinkedIn using the company name plus role-relevant titles.</strong><br>Search &#8220;[Company Name] talent acquisition&#8221; or &#8220;[Company Name] recruiter&#8221; or &#8220;[Company Name] HR&#8221; directly in LinkedIn&#8217;s search bar. Most companies of meaningful size have at least one person with a visible TA or HR title, even if they weren&#8217;t tagged on the specific posting.</p><p><strong>Check the company&#8217;s careers page for a department structure.</strong><br>Larger Saudi employers &#8212; multinationals, giga-project entities, and larger local companies &#8212; often list HR or People team members on an &#8220;our team&#8221; or &#8220;about us&#8221; page, even when individual job posts don&#8217;t name them.</p><p><strong>Search for the hiring manager directly, not just HR.</strong><br>If the role is, for example, &#8220;Operations Manager&#8221;, search for &#8220;[Company Name] Operations Director&#8221; or &#8220;[Company Name] Head of Operations&#8221;. The person one level above the role is often the actual decision-maker, and reaching them directly &#8212; respectfully &#8212; carries real weight.</p><p><strong>Use mutual connections as a bridge.</strong><br>Check whether anyone in your existing network is connected to someone at the company. A short, specific introduction request is far more effective than a cold message, and takes thirty seconds to ask for.</p><h4>THE SHIFT</h4><p>The mental shift here is small but important: an anonymous job posting is not a locked door. It&#8217;s a door with no doorbell visible from the street. There is almost always a side entrance &#8212; you just have to look for it instead of assuming it doesn&#8217;t exist.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Run the LinkedIn search this week for one live application.</strong><br>Pick one role you&#8217;ve applied to recently with no named contact. Spend fifteen minutes searching &#8220;[Company Name] talent acquisition&#8221; and &#8220;[Company Name] HR&#8221; on LinkedIn.</p><p><strong>2. Send one short, specific message &#8212; not a generic follow-up.</strong><br>Reference the exact role and date you applied. State your interest in one sentence. Ask a specific, low-pressure question &#8212; for example, whether the role is still active. Do not ask them to fast-track you.</p><p><strong>3. Give it one week, then move to the hiring manager.</strong><br>If HR or TA doesn&#8217;t respond within a week, search for the likely hiring manager and send a similarly short, respectful message. Two attempts, spaced out, is confident. Five messages in three days is not.</p><h4>CLOSING INSIGHT</h4><p>The recruiter&#8217;s name was never really missing. It was just never going to be handed to you. time.</p><p>&#8220;Is it even worth trying anymore? Everyone says Saudization is closing the door&#8221;</p><p>He&#8217;d read three LinkedIn posts that week alone predicting the end of expat hiring in the Kingdom. He&#8217;d also, in the same week, watched a former colleague &#8212; same industry, similar background &#8212; land an offer from a Riyadh-based multinational.</p><p>Both things are true at once. That&#8217;s the part nobody explains properly.</p><p>Saudi Arabia is not one job market. It&#8217;s several, layered on top of each other, moving at different speeds, governed by different rules. &#8220;Is Saudi still hiring expats&#8221; is the wrong question, because it assumes a single yes or no answer exists. It doesn&#8217;t.</p><h4>THE PROBLEM</h4><p>Most of what circulates online about expat hiring in Saudi Arabia comes from one of two extremes.</p><p>Either it&#8217;s outdated panic &#8212; Saudization headlines from years ago, recycled without context, making it sound like every door is closing everywhere at once.</p><p>Or it&#8217;s oversold optimism &#8212; recruitment agencies and unofficial &#8220;visa consultants&#8221; claiming the market is wide open for anyone willing to pay a fee, with no honest discussion of where the real friction actually sits.</p><p>Neither version helps you make a decision. Both versions are simplifications of something that is genuinely more layered.</p><h4>THE REALITY</h4><p>Here&#8217;s what&#8217;s actually happening, sector by sector and role by role, based on what we&#8217;re seeing across hundreds of live cases in the Next in Saudi community.</p><p><strong>Saudization (Nitaqat) targets specific roles, not entire industries.</strong><br>The nationalization program sets quotas by profession and sector &#8212; not a blanket ban on foreign hires. Roles with a large pool of qualified Saudi nationals &#8212; many entry-level administrative, HR generalist, and customer-facing roles &#8212; face real pressure. Roles requiring specialized technical depth, international project experience, or scarce local supply &#8212; much of engineering, senior finance, specialized healthcare, and technology &#8212; continue to actively recruit internationally.</p><p><strong>Giga-projects are still in an expansion phase, not a hiring freeze.</strong><br>NEOM, Red Sea Global, ROSHN, Qiddiya, and the Diriyah Gate developments are years into multi-decade builds. These entities need international expertise at a scale the domestic talent pool cannot yet fully supply &#8212; especially in construction management, hospitality operations, master planning, and specialized engineering.</p><p><strong>Multinationals expanding regional headquarters are hiring at senior and mid-senior levels.</strong><br>The RHQ program has pulled a meaningful number of multinational companies to establish or expand their Riyadh presence. These moves typically bring senior leadership hires from outside the Kingdom first, with localization targets building over time &#8212; not on day one.</p><p><strong>The friction is real, but it&#8217;s concentrated.</strong><br>Where the market has genuinely tightened is at the generalist, easily-replaceable, and lower-specialization end. If your positioning reads as &#8220;I can do a broad range of things reasonably well,&#8221; you are competing directly with a growing, increasingly qualified Saudi national talent pool &#8212; and that competition is intentional government policy, not an accident.</p><h4>THE SYSTEM &#8212; READING YOUR OWN SITUATION</h4><p><strong>Ask which category your role sits in.</strong><br>Highly specialized and scarce locally &#8594; active hiring continues. Broad, generalist, easily localized &#8594; genuine headwind.</p><p><strong>Ask which employer type you&#8217;re targeting.</strong><br>Giga-projects and RHQ-status multinationals are still expanding international headcount. Smaller local family businesses and government-adjacent entities face heavier Saudization pressure and prioritize national hires far more aggressively.</p><p><strong>Ask what stage of the project or company you&#8217;re entering.</strong><br>Early-stage giga-project builds bring in more expat expertise upfront. As projects mature and knowledge transfers to Saudi nationals, that ratio shifts &#8212; this is by design, not a market failure.</p><p><strong>Ask what your specific value replaces or adds.</strong><br>&#8220;I can do the job&#8221; is not the same value proposition as &#8220;I bring experience this market does not yet have enough of.&#8221; The second version is what continues to get hired.</p><h4>THE SHIFT</h4><p>The right question isn&#8217;t &#8220;is Saudi hiring expats&#8221;. It&#8217;s &#8220;where, specifically, is Saudi still actively recruiting outside the Kingdom, and does my profile sit inside that space or outside it&#8221;.</p><p>That reframe changes everything about how you search, position, and where you spend your energy.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Map your role against the Nitaqat pressure point.</strong><br>Search whether your specific job title and sector combination shows signs of active Saudization focus, or whether it remains a scarce-skill category. This single check redirects a huge amount of wasted effort.</p><p><strong>2. Target giga-projects and RHQ-status multinationals first.</strong><br>These are currently the two employer categories most actively expanding international headcount. Build your outreach list around them before broader applications.</p><p><strong>3. Rewrite your positioning around scarcity, not competence.</strong><br>Stop leading with &#8220;I am qualified to do this.&#8221; Lead with what you bring that the current local market genuinely lacks. That&#8217;s the sentence a Saudi hiring manager is actually listening for.</p><h4>CLOSING INSIGHT</h4><p>Saudi Arabia isn&#8217;t closing its doors to expats. Same document each time. Four pages. A headshot in the top corner. A career objective paragraph she&#8217;d written back in 2019 and never updated. Fourteen years of marketing experience compressed into paragraphs instead of results.</p><p>Zero replies.</p><p>Not &#8220;we went with someone else&#8221;. Not even an automated rejection. Silence.</p><p>She rewrote it in one afternoon. Same experience. Same person. Different format. Two weeks later she had three interview requests.</p><p>Nothing about her career had changed. The way it was presented had.</p><p>This is the part almost nobody tells you honestly: in Saudi Arabia, your CV format is not a cosmetic detail. It is a filtering mechanism. Before a human being ever forms an opinion about your experience, your format has already decided whether that opinion gets a chance to exist.</p><h4>THE PROBLEM</h4><p>Most professionals treat CV format as personal style. A place to show creativity, or to fit in &#8220;just a bit more&#8221; experience, or to look impressive.</p><p>In most markets, that instinct is harmless. In Saudi Arabia, it is expensive.</p><p>Saudi recruiters and hiring managers move through a high volume of applications, often for roles with real Saudization pressure and real internal approval layers behind them. They are not reading your CV the way a friend would read a story. They are scanning it the way an inspector checks a form &#8212; looking for the fastest possible answer to one question: <em>where does this person fit, and is it safe to move them forward?</em></p><p>A format built to impress slows that question down. A format built to answer it moves you forward.</p><h4>THE REALITY</h4><p>Here is what actually happens to a CV in the Saudi hiring process, in order:</p><p><strong>First, an ATS or an HR coordinator scans it for structure.</strong> Not content &#8212; structure. Can the system or the person immediately identify your current title, your total years of experience, your industry, and your location status? If that takes more than a few seconds, many CVs are set aside before anyone reads a single bullet point.</p><p><strong>Second, a hiring manager skims it for relevance.</strong> They are not reading your whole career. They are hunting for signals that match the role in front of them &#8212; sector experience, scale, specific tools or systems, regional exposure.</p><p><strong>Third, and only if the first two pass, someone actually reads your achievements.</strong></p><p>Most professionals write CVs as if step three happens first. It does not. If your format fails steps one and two, step three never happens &#8212; no matter how strong your actual experience is.</p><h4>THE SYSTEM &#8212; WHAT WORKS</h4><p><strong>Length: two pages, never more.</strong><br>Four-page CVs signal one of two things to a Saudi recruiter &#8212; either you cannot prioritize, or you are trying to bury weaknesses in volume. Neither reads well. Two pages forces you to lead with what matters.</p><p><strong>No photo.</strong><br>This surprises many Western and South Asian professionals, who are used to including one. In Saudi Arabia, a photo does not help you and can quietly work against you depending on who is screening the CV and what unconscious filtering happens. Leave it off.</p><p><strong>Clear header block, not a paragraph.</strong><br>Name, current title, years of experience, sector, location status (in-country / relocating / remote). All visible in the first three lines, before any narrative starts. This is the single fastest fix that changes how far a CV travels.</p><p><strong>Reverse-chronological, not functional.</strong><br>Functional CVs &#8212; the kind organized by skill category instead of job history &#8212; read as evasive in Saudi hiring. Recruiters assume you are hiding gaps or a lack of progression. Stick to a clear, dated work history.</p><p><strong>Bullet points that state outcomes, not duties.</strong><br>&#8220;Managed a team of 12&#8221; is a duty. &#8220;Managed a team of 12 and reduced project delivery time by 30%&#8221; is an outcome. Saudi hiring managers are calculating risk and value at the same time &#8212; outcomes answer both questions at once.</p><p><strong>Sector-specific language.</strong><br>If you are targeting oil and gas, use the vocabulary of oil and gas. If you are targeting giga-projects, name the kind of project exposure you have &#8212; EPC, master planning, PMO. Generic corporate language reads as generic experience, even when it is not.</p><h4>THE SYSTEM &#8212; WHAT DOES NOT WORK</h4><p><strong>Career objective paragraphs.</strong> Nobody reads them, and they take up space your first bullet point should occupy.</p><p><strong>Personal details beyond what&#8217;s necessary.</strong> Marital status, nationality flags, religion &#8212; none of this belongs on a Saudi-facing CV. It adds nothing and occasionally adds friction.</p><p><strong>Creative or heavily designed templates.</strong> Graphic-heavy CVs often break ATS parsing entirely, meaning the system cannot read your experience at all. Clean and simple beats clever every time.</p><p><strong>A CV written once and sent everywhere.</strong> The same document, sent to a finance role and an operations role, tells a recruiter you did not think about their specific need. Even small adjustments to which achievements you lead with make a measurable difference.</p><h4>THE SHIFT</h4><p>The mental shift that changes everything is this: your CV is not a record of your career. It is an argument for a specific decision &#8212; hire this person for this role, now.</p><p>Everything that supports that argument stays. Everything that does not, however impressive it might feel to include, gets cut.</p><p>Farah&#8217;s CV did not become more accurate when she rewrote it. It became more <em>useful</em> to the person reading it.</p><h4>3 SPECIFIC ACTIONS</h4><p><strong>1. Cut your CV to two pages this week.</strong><br>If you are currently at three or four, the cut alone &#8212; before you change a single sentence &#8212; will change how far it travels.</p><p><strong>2. Rebuild your top three bullet points as outcomes.</strong><br>Take your three most recent roles. For each, rewrite the top bullet to include a number, a result, or a measurable change. If you do not have a number, use a scope indicator &#8212; team size, budget size, project scale.</p><p><strong>3. Remove the photo and the objective paragraph.</strong><br>Replace the paragraph with the clear header block: name, title, years of experience, sector, location status.</p><h4>CLOSING INSIGHT</h4><p>In Saudi Arabia, you are not being judged on your career. You are being judged on how quickly your career can be understood. Format is not decoration. months.</p><p>Engineering roles. Management roles. Roles he was overqualified for. Roles he stretched to reach. He tailored CVs, wrote cover letters, set up job alerts on LinkedIn, Bayt, NaukriGulf, and GulfTalent. He applied on Sunday nights when he read that early applications get more attention. He followed up. He optimized his LinkedIn headline three times.</p><p>One reply. A rejection. Automated.</p><p>When he reached out to me, he said something I have heard in different versions from hundreds of professionals:</p><p><em>&#8220;I must be doing something wrong. But I cannot figure out what&#8221;</em></p><p>He was not doing something wrong. He was doing everything right for the wrong market.</p><div><hr></div><h3>The Saudi job market does not work the way most people think it does</h3><p>If you have spent your career in Europe, North America, South Asia, or anywhere outside the Gulf, you learned a job search system that follows a certain logic. You build a strong CV. You find roles that match your background. You apply. A recruiter reviews your application. You either get a call or you do not.</p><p>That system works in markets where hiring decisions are largely process-driven.</p><p>Saudi Arabia is not that market.</p><p>Saudi Arabia is a relationship-driven, signal-heavy, trust-first hiring environment. The process still exists &#8212; the job boards, the ATS systems, the formal applications. But underneath that visible layer, the actual hiring decisions are often made before the application is ever submitted.</p><p>Let me explain what that means in practice.</p><p>When a senior role opens at a Saudi company (especially at a giga-project, a PIF-backed entity, or a government-adjacent organization), the hiring manager&#8217;s first move is rarely to post the role and wait. Their first move is to call three people they trust and ask a single question:</p><p><em>&#8220;Do you know anyone who would be right for this?&#8221;</em></p><p>If a name comes up twice, that person gets a call. If no names come up, the role gets posted. By the time it appears on LinkedIn, the informal shortlist has often already been formed. You are not competing for the role. You are competing to be considered at all.</p><p>This is not corruption. This is not unfair. This is how hiring works in a relationship-based market, and it is how hiring works in most of the world. The Saudi market is simply more explicit about it than others.</p><p>Understanding this changes everything about how you approach your job search.</p><div><hr></div><h3>Why mass applying feels productive but produces nothing</h3><p>There is a psychological trap built into job boards. Every time you submit an application, something in your brain registers it as progress. You did a thing. A thing that could lead to a job. The effort feels meaningful.</p><p>But in the Saudi market, sending application number 47 to a company you have no connection to, no visibility with, and no reference inside is not meaningfully different from sending application number 1. You are adding your CV to a pile that someone may or may not review, for a role that may or may not still be available, at a company that has no reason to trust you over anyone else in the pile.</p><p>The activity is real. The progress is largely an illusion.</p><p>This is what I mean when I tell professionals: <em>the Saudi job market does not reward effort. It rewards positioning.</em></p><div><hr></div><h3>The 3 shifts that actually move your search forward</h3><p>What changed for the professional I mentioned at the start of this article was not his CV. It was not his LinkedIn profile. It was not his cover letter. What changed was his understanding of how the market actually works and the three shifts that follow from that understanding.</p><div><hr></div><h3>Shift 1: Stop applying to companies. Start targeting people.</h3><p>The job posting is not the opportunity. The person who controls the hiring decision is the opportunity.</p><p>In Saudi Arabia, that person is almost never the HR manager. HR manages process. The person who controls the hiring decision is typically the functional head &#8212; the Director of Operations, the VP of Engineering, the Chief Financial Officer, one level above the role you are targeting.</p><p>Your first task is to identify that person at each of your ten to fifteen target companies. Not to ask them for a job. Not to send them your CV. To enter their awareness before a role is ever posted.</p><p>How you do that matters enormously. A connection request with a pitch attached is noise. A thoughtful comment on something they posted is a signal. A short message that references something specific about their company&#8217;s current challenge (not your qualifications, their challenge) is a signal. A message that leads with value, asks nothing, and expects nothing in return is how trust begins in this market.</p><p>The goal at this stage is not a job offer. The goal is that when someone asks your target person if they know anyone for a role, your name is one they can say with confidence.</p><div><hr></div><h3>Shift 2: Stop optimizing your CV. Start optimizing your positioning.</h3><p>Most professionals spend the majority of their job search energy on documents &#8212; the CV, the LinkedIn profile, the cover letter. These documents matter. But they are the final step in a sequence, not the first.</p><p>Before your CV can do anything for you, someone has to want to read it. And in the Saudi market, that desire is created by positioning &#8212; the story the market tells about you before you walk into any room.</p><p>Positioning is the answer to one question: <em>what problem does this person solve that is hard to solve otherwise?</em></p><p>If your CV answers that question clearly, a recruiter will call you. If your LinkedIn profile answers it clearly, decision-makers will reach out to you. If your outreach messages answer it clearly, people will respond.</p><p>The problem is that most international professionals position themselves as generalists. They have done many things. They list those things. They wait for someone to connect the dots.</p><p>Saudi companies (especially those building new capabilities at scale under Vision 2030) are not looking for people who have done many things. They are looking for people who have done one specific thing, at the level they need it done, and can prove it.</p><p>The professional I mentioned earlier had fifteen years of experience in project management across infrastructure, logistics, and technology. His CV tried to represent all of it. When we worked together, we made one decision: he was a Project Manager for large-scale infrastructure delivery. That was his title, his headline, his summary, his outreach angle, and his application filter. He stopped applying to roles outside that definition.</p><p>Within six weeks, he had three conversations in progress. Not because his background changed. Because the market could finally read him clearly.</p><div><hr></div><h3>Shift 3: Stop waiting for the market to find you. Start creating conditions for it to happen.</h3><p>The third shift is the one most professionals resist because it requires consistency over time rather than a single burst of effort.</p><p>Visibility in the Saudi job market is not about having a perfect profile that sits waiting to be discovered. It is about showing up consistently in the places where decisions form &#8212; before you need anything from those places.</p><p>What does that look like practically?</p><p>It means commenting on posts from Saudi professionals in your sector not generic comments, but comments that demonstrate you understand the market, the challenge, or the direction the industry is moving.</p><p>It means following the companies and projects you are targeting, and knowing enough about their current priorities to speak intelligently about them in any conversation.</p><p>It means posting short, specific insights about your professional domain not motivational content, not career advice, but the kind of specific thinking that makes someone in Saudi Arabia say <em>&#8220;this person understands our context&#8221;.</em></p><p>None of this requires a large audience. It requires consistency. It requires showing up in the same places, with the same clarity, over enough time that the right people begin to recognize your name before you ever introduce yourself.</p><p>When recognition exists, outreach works. When outreach works, conversations happen. When conversations happen, opportunities emerge, often for roles that were never posted anywhere.</p><div><hr></div><h2>What happened to him</h2><p>The professional who sent 112 applications stopped applying entirely for three weeks.</p><p>Instead, he spent those three weeks doing three things. He narrowed his title and rewrote every document around it. He identified twenty-two people at twelve target companies and spent time understanding their work before reaching out to any of them. He started posting two short observations per week about infrastructure project delivery in the Gulf.</p><p>Three weeks in, he sent his first outreach messages. Not to HR. To functional heads and project directors at his target companies. Each message was four sentences. Each referenced something specific about the recipient&#8217;s company. Each asked a single question about their sector not about jobs, not about vacancies, about their work.</p><p>Eleven of the twenty-two replied.</p><p>Two of those eleven conversations became referrals. One referral became an introduction. One introduction became an interview. One interview became an offer.</p><p>From 112 applications and zero responses to one offer in eleven weeks.</p><p>The market did not change. His understanding of it did.</p><div><hr></div><h3>The three things to do this week</h3><p>If you are reading this and recognizing your own job search in what I have described, here is where to start.</p><p><strong>First:</strong> Write down one job title. Not a range. Not a list. One title that represents the clearest, most specific version of what you do. This is your market position. Apply it to everything from this point forward.</p><p><strong>Second:</strong> Build a list of fifteen companies you genuinely want to work for in Saudi Arabia. Not a list of every company hiring. Fifteen companies where your specific background creates real value. Find the functional head for your target role at each one.</p><p><strong>Third:</strong> Before you reach out to a single person on that list, spend one week understanding their world. What projects is their company running? What challenges are they navigating? What has their leadership said publicly about their direction? Show up to every conversation knowing more about their situation than they expect you to.</p><p>The Saudi job market rewards people who treat it like a market &#8212; not like a lottery.</p><p>Most people treat it like a lottery.
